FEASIBILITY STUDY FOR A SOLID WASTE MANAGEMENT PROJECT IN MAPUTO 2 November 2006
| A workshop took place in Maputo and was attended by representatives of several organizations and institutions concerned by the Solid Waste Management in the Capital of Mozambique. The meeting was chaired by the Mayor of Maputo, Dr. Eneas Comiche. Mr. Nouri, General Manager of CONCEPT, and Dr. Quadros, General Manager of TECNICA. Mozambique led the team of experts for the presentation of the first Phase Report of the study. Technical aspects as well as institutional and legal aspects were discussed by the attendees and important decisions were taken as conclusions of the workshop. |  |
The main decisions : - The site of Mathemele is confirmed for the sanitary landfill. The needed area for the facility exceeding the initial 36 ha reserved for, the Municipalities of Maputo and Matola will establish an addendum to their previous agreement on the site, in order to confirm the availability of the entire needed area. - Regarding to the cost recovery, the attention of the Municipalities was drawn to that more quantity of solid waste is collected and disposed, faster is the cost recovery. Then the Municipalities should continue their efforts to make waste collection and transportation much more performant.
- The Implementation Planning was discussed in order to start landfill operation by 2009.
- It was decided to create a "Task Force" jointly between both M.C.Maputo and M.C.Matola in order to initiate all actions relevant for a joint management of the new facility. Such an "organism" will provide a framework for better involvement of C.M. Matola in the landfill project. It was expressed the need to seek for ways to make that "task force" a permanent entity.
- In order to strengthen and upgrade the capacities of both the Municipalities, it is recommended to GTZ Technical Assistance to give the priority to actions relevant to the new landfill materialization.
- The City Council of Maputo has announced its intention to initiate soon negotiations with potential funding agencies on the basis of relevant figures sorted out from CONCEPT-TECNICA report.
